Ebo heaters

The blurbs for Ebo Jager heaters claim they're 'submersible to water
line.' Does this mean that if they slip down above the water line,
they're going to take on water?

I have had some stick in the "on" position after they've been submerged
for months at a time. I have two in my 280g's sump, but they are
plugged into a controller to shut them off at the power source if the
tank's temperature rises.

Hydor seems to believe in their fully submersible heaters, and they also
sell a $80 controller than can handle up to 500w worth of heaters.

The reason they are marked as not being fully submersible is to meet
Canadia UL listing. The regs in Canada will not allow the heater to be
fully submersible so it is it is marked with a water level so it can be
sold in Canada, even though it is the same heater that used to be sold
without the markings before they expanded there markets.

Seems strange that a manufacture would through away their
products ability to be submersed, just to be able to sell
it in Canada. Does Canada not allow any aquarium heaters
to be submersed, or did they not approve that one for
submersability?

My understanding is that no fully submersed heaters are OK in canada (at
least to get saftey certification).
