sounds like a bad conection.possibly at the end-caps.Try replacing the endcap,if it still doesn't work,try moving the pair of wires from the side that does work to the one your having problems with.That way you'll know if its a ballast issue of a high resistance connection issue.

that is a possibility that your ballast crapped out on you.

That will aso happen with a high resistance connection too,premature bulb failure is often because of that as well as poor ventilation.You'll know if its the ballast when you switch out the wires
