Ive been looking at this in foster and smithes catalog and i was wondering if this replaces the need for an RO unit.

Afraid not.... that item is pretty much just a carbon filter (one of the multiple stages an RO/DI) provides... while it may help your tap water it is seriously lacking a Reverse Osmosis membrane and there is no DeIonization stage.  Simply put no comparison to a full RO/DI unit as far as removing harmful elements from your water source.
