My salinity turns out to be much lower than I expected.  I haven't been checking it frequently enough because I've been waiting to install my SL2 for the RKL.
Anyway, is it okay to just add salt water or must this only be done during a water change?

I would do it with wate changes.  It is better to add a more saline solution with the wate changes because not only are you adding a higher salinity solution to the tank you are also removing some of the lower salinity water.  I think it works better and does it more gradual.

You can also top off with saltwater and let it evaporate. Brings it up nice and slow.

That's how I'd do it.  I have just added some normally mixed saltwater to the sump above the normal water level.  This gives the water a slight bump in salinity.  Then as it evaporates, the salinity will continue to rise.  Just check it daily and adjust as necessary in small steps.  It will take a couple days and you will be right back where you want to be.

I agree with Andy , +1 on salt water. I have done it in the past. Its better to do that then wait on your water change. But as eluded here its imp to increase it gradually.
