By using new sand and new rock your going to be cycling a new tank. Which is ok but you won't be able to add stock to it until the cycle is done. If you can keep and maintain the 20 until the 29 is done, well then go for it. Your looking at anywhere from 4-8 weeks for a cycle to complete. great information for new hobbyists

I would leave the sand in the tank and disturb it as little as possible. Remember any rock you keep you may also be keeping the algae/spores. You could try scrubbing the rock free of any visible algae. Using a couple buckets of saltwater for rinsing.
Your sand and rock are full of nitrifying bacteria/beneficial bactera. The good stuff! Keeping any of it is a good thing.
