You can see some pics of my Picasso juveniles here:

The percentage of Platinum offspring from a Picasso pair is pretty small, maybe 5%? It varies with each batch. Since they are rare, the cost will be higher.
I'm not sure if your last question refers to Platinums or captive bred fish in general. People need to realize that it costs money to breed fish in captivity.
Most captive bred fish need to be raised, and fed, for 6-8 months before they are large enough to sell. This costs money and time.
People also need to realize that CB fish are often a much better alternative to wild caught fish. CB fish are much better suited to life in captivity... healthier, more likely to eat prepared foods, and more docile. Paying a little bit more for a better fish seems like a better investment to me.
The most important thing about buying captive bred fish is that it lowers the impact of the hobby on the natural environment. I'm not saying that we shouldn't support the collection of fish that are wild caught in a sustainable manner, just that we should consider purchasing fish that are raised in captivity rather than harvested and shipped around the world if at all possible. Even if it cost a few dollars more.
Sorry for the rant. JMHO
