Default Strange gelatin substance on surface of water

I was feeding my babies today and noticed a strange film all on the top of the water.

I took out my skimmer and scooped it all out. It has kind of a gelatin feel to it. It looks white and stringy.

All the water parameters are within range. I did a water test last week. nitrates are a little high, I plan on doing a water change this weekend.

Any advice on what this could be? Any help would be appreciated!

the only thing I can say is i left a tank full of tap water in my shed for a month or two asnd it got that too. It is gross though and smells like a dead fish lol. of course it is still there.... :-( lazy...

I couldnt get a picture, once I skimmed it off its gone for now.

Only thing I can think of is recently I put a lid over the top of the hood, not over the water but over the lighting hood. I did this because the cat was looking very curiously at jumping into the tank. Although it had been on there for a couple of weeks with no sign of anything.

    kind of strange
