I am wondering what the idea behind the ban is. What is their reason and what do they hope to accomplish?

You should really read up on the issue. The short version is that they claim that the aquarium trade is responsible for pretty much everything regarding declines in reef populations. They also take an ethical stance that keeping fish in an aquarium is inhumane and should be stopped. They also use outdated data and false claims to stir things up. I agree but it is people like this that spew emotional rhetoric and unsubstantiated facts that can cause problems for people that don't know any better.
For instance, in Hawai'i there was solid scientific evidence against the ban but it was drowned out by the pro-ban majority that had 10 times the amount of representation. Ret showed video of the testimony during his presentation and these people were almost in tears and all choked up.
