i guess im conffused by the quastion asby the term over skimming it is ment that there is a large skimmer for the size of the system, but the way you are discribing over skimming is just a mater of using a sump to make your skimmer a recurculation skimmer. now i like the recuculation it removes more material from that waster space but if you recuculate to much you have now made you skimmer less effective.

overall i over skim the system

i run a super skimmer 125 with a 600 gph little giant on my 55 gallon tall

i think sump water speed is also ver imortant thats why my sump is very wide

Phrasing a Question in a way that makes people think, before answering the question is my goal.

if you recuculate to much you have now made you skimmer less effective.
    Exactly !

Purchase a Skimmer rated for the water volume of your system or larger.

Purchase a return pump to match the Water Volume that the Skimmer Pump can push through the Skimmer.

If the return pump does not supply enough water circulation in the tank,
Then use a Closed loop or Power Head Style Equipment for " In Tank Water Circulation "

    For Instance.
    Some Hobbyist have heard,
" You I need a 30 times turn over rate for my tank "
And set up a 100gal tank with a 3500 GPH return pump with a 1" outlet,
    Use a " T " to make ( 2 ) 1" lines to feed water from the sump,
And wonder why they have dead spots,
And ask, why the sand will not stay in one place.

Setting up/Designing a System that works and is easy to maintain,
    Is not as easy as,
Buying a Tank with a Overflow / Return line, Sump, Return pump, Skimmer & Lights.

If you want long term success,
    A little Research is needed.
