Nitrates = nutrients right ?

My question is.... Will a skimmer set on a wet skim help shrink these nitrate numbers down. My nitrates are hovering around 10ppm, and I would just LOVE to get em' to 0. How much of the nitrate levels are effected by the skimmer if any at all ?

PS I'm doing about a 5 gal H2O change ever 2 weeks for about 65 gals of volume.
