I vote for 1 or 2, 2 being better if you are willing to tear it apart to get him out.

I have never had much luck with Quarntine tanks. It is probably my poor husbandry habits but a small QT always seems to have to many swings to properly keep fish. I had a purple tang in a 15 g QT and it kept cycling through ich. Finally when the fish was between cycles I put it in my 75. After that it was fine. I would say if the fish appears to healthly and eating well I would move to the 90 and feed the whole tank garlic and selcon loaded food for a couple weeks.
