It looks like Marine Ich to me, maybe with a secondary bacterial infection around the eyes.
Here is some information on our T5 lamps,

And, here are some descriptions of their appearances:

Those are 5' lamps, not 4'. By the way, a 660 can operate up to three 5' lamps. Those 5' lamps would be driven to about 100 watts on the 660.
The 660 will operate your 54 watt T5's to about 80 watts each. I have not seen anyone market their 4' T5 lamps as 80 watts. But, you want to stay will quality brands. The American made lamps...
Before we made the switch, we took a few readings. The daylight lamp in his T12-VHO setup was putting out 280 PAR at 6" from the sensor. The T12-VHO lamps all had internal reflectors.

I like Red Sea Coral Pro. It is made to be mixed with RO water and dissolves well. My only complaint with it is the bucket handles are terrible. They are prone to pop off easily.
You cannot dim the lamps when running T5's. But, I would recommend you use high-quality T5 lamps that are made in America or Germany.
I like CPR Bak-Pak's. They would be more than enough for your current 20 and can comfortably handle a future tank up to 55 gallons or so.
It was very nice seeing some old friends again and good to meet new ones as well!
MASM's February Meeting will be a special treat. Will will be holding this meeting at A&M Aquatics in Lansing! A&M is a Marine aquarium wholesaler that sells drygoods and livestock to LFS all over...
You can get these through Seashells in Warren or Preuss in Lansing.
I have not heard that rumor myself. I would check with Dave at 1-800-742-3227 ext. 25 or via email at service@icecapinc.com
I also wanted to mention that the 660 has a protection circuit in it. It shuts down when it senses something wrong like a loose wire or bad lamp.
You will get about 9-12 months out of T5's on a 660 provided you keep the lamps cool and use quality lamps.
