I'm running 4x39W T5 lighting (2 blue/2 white) with Icecap SLR reflectors and 54W ballasts. I'm also running a 150W Phoenix (I think, it's been a while since I ordered it) halide over it.

If it's under the surface of the sand, that's normal. That's the anaerobic area of your sand bed that is full of beneficial bacteria and stuff. It's generally not a good idea to stir it up.
