Once about every 30 seconds my overflow lets out a big ol' belch of airat the outlet . What can I do to stop this ?

Your overflow,is it a hang on kind or drilled through the tank?Where is this burping,at the overflows bulkhead(drain)?

hang on cpr 100. its burping at the outlet on the bottom, next to the skimmer.
PS SUMP IS IN!!! and functioning !!!

So your output from overflow is submerged right next to the input to your skimmer?
You need to bleed off the air in the plumbing by drilling some air relief holes just above the waterline in the sump. You can also just lift flexpipe/plumbing up a bit so its not submerged.
